Overview of the President's Office and Chairman of the Revolutionary Council. The President's Office and the Chairman of the Revolutionary Council (POCRC) is one among sixteen Ministries established in the Seventh Phase of the Revolutionary Government of Zanzibar. The Office plays a central role that lies in overseeing development programmes and activities aiming at reduction and ultimately alleviation of poverty among Zanzibari's as well as strengthening Good Governance and Human Rights.

The Second Vice President's Office constitution of 1984, Section 2(39) (1-3), Version 2000 Amendment for purpose of providing the coordination of the functions of The Revolutionary Government of Zanzibar. Currently, Office of The Second Vice President comprises eight Departments, namely, the Department of Planning, Policy and Research, Department of Administration and Human Resources, Department of Coordination of Government Affairs, Department for Disaster Management (was established under Act No: 2 of 2006), Department of National Festivals and Celebrations, Department of Government Press and Government Printer, Office of Second Vice President in Pemba, and Private Office of the OSVP. The Office of the Second Vice President also coordinates of the House of Representatives and Zanzibar Electoral Commission (ZEC).

The Zanzibar Revolutionary Government on 23rd September 1964, just eight months after the January 12, 1964 Zanzibar Revolution, declared education free for all Zanzibaris. This came in the wake of decades of the denial of education to the majority of the people.. The denial was a deliberate strategy of the oppressors to keep low the people and deny them the benefits of education that would have led to the realization of their aspirations and freedom from the yoke of colonialism and oppression. The Zanzibar Revolutionary Government, recognizing the value and meaning of education embarked on short and long term plans to access quality education to the majority of our people irrespective of their races, religions or gender. We saw the swelling of children school enrolment, field up with explosion of construction and expansion of schools and classrooms. The course of education development in Zanzibar has been meritorious and today we are proud of the progress so far achieved that has stem the opening of three universities, a number of technical institutes, vocational training centres and numerous growth of nursery, primary and secondary schools. The launching of the Ministry of Education and Vocational Training Web-site will greatly help to provide useful of information on this development.

Ministry of Lands, Water, Energy and Environment-Hon. Salama Aboud Talib
The Ministry of Lands, Water, Energy and Environment (LWEE; known by its Swahili acronym – AMNM - for Ardhi, Maji, Nishati na Mazingira) is a huge Ministry, composed of four Departments or Directorates, three Authorities, one Corporate Entity, one Commission and one Land Tribunal which are responsible for delivery of its various components of the Ministry’s Vision and Mission. The seven Departments are Planning, Policy and Research, Department of Administration, Department of Energy and Minerals and Department of Environment. The Authorities are the Zanzibar Water Authority (ZAWA), Zanzibar Utility Regulatory Authority (ZURA) and Zanzibar Environmental Management Authority (ZEMA). The Corporate Entity is the Zanzibar Electricity Corporation (ZECO). The Commission for Lands is comprise of three departments which are (The department of Land, Survey and Mapping and Rural and Urban Planning) together with the Land Registrar Office. The Authorities and the corporate entity are governed by their respective Boards of Directors, whereas the Directorates fall under the direct authority and hierarchy in the ministerial set-up, with the exception of directorates under the Commission for Lands they report to the Ministerial set-up through the Executive Secretary of the Commission. In addition, there is an officer in charge of Pemba (at Directorate level) who ‘oversees’ the day-to-day operations of Pemba, which also has a similar framework replicated for the Directorates, Authorities and Corporate entity.
